In a major boost to public health infrastructure in western Odisha, the National Projects Construction Corporation Limited (NPCC) has officially greenlit the construction of a state-of-the-art, three-story (G+2) Community Health Centre (CHC) building at Paikmal in the Paikmal Block of Bargarh district.

The mega project, valued at ₹16,66,96,735.00 (Sixteen Crore Sixty-Six Lakhs Ninety-Six Thousand Seven Hundred Thirty-Five Rupees), has been formally awarded to Bhubaneswar-based firm M/s PM Contractors Pvt. Ltd. under the administrative and financial framework of the National Health Mission (NHM), Government of Odisha.

With a tight completion schedule of 15 months—a timeline that aggressively includes the challenging local monsoon seasons—the project is set to radically transform access to healthcare for thousands of rural and tribal families living on the fringes of the ecologically and culturally rich Gandhamardan Biosphere.

A Lifeline for the Gandhamardan Foothills

Paikmal Block, situated nearly 107 kilometers away from the Bargarh district headquarters, has historically faced geographical barriers to advanced medical care. Nestled near the pristine Gandhamardan hills—famed across India for its medicinal herbs and indigenous tribal heritage—the local population has traditionally relied on primary health sub-centers and herbal ethnomedicine.

While tribal communities have long sustained themselves on ancestral healing traditions, the lack of immediate, high-capacity secondary healthcare meant that critical patients, pregnant women, and emergency cases often had to travel several hours over rugged terrain to reach Padampur or Bargarh Town.

The upcoming G+2 Community Health Centre will bridge this massive gap. Once completed, the modern facility will offer:

  1. Upgraded Maternal and Child Healthcare (MCH): Dedicated wards and modern labor rooms to ensure safe, institutional deliveries.
  2. Specialized Outpatient and Inpatient Services: Rooms designed to accommodate visiting specialists in gynecology, pediatrics, and general medicine.
  3. Advanced Diagnostics: In-house laboratory infrastructure, digital imaging, and pharmacy services, eliminating the need for long-distance travel.
  4. Emergency Care Unit: Equipped to handle critical trauma, stabilizing patients before transferring them to larger multi-specialty hospitals if necessary.

High Stakes and Strict Timelines

According to the official Letter of Intent (LOI) issued by NPCC, the project’s execution is structured with high accountability. The contractor has been mandated to submit a rigorous Critical Path Method (CPM) network and PERT chart to ensure that structural construction, interior outfitting, and equipment provisioning occur in tight, quarterly milestones.

"Time is of the absolute essence for this healthcare facility," noted a project official on condition of anonymity. "The local population cannot wait. We have structured this with back-to-back coordination alongside the Mission Director of the National Health Mission, Odisha, to guarantee that the highest structural standards are met within the 15-month construction window."

To secure the execution, the construction firm is currently finalizing a Performance Guarantee of ₹83.34 Lakhs, alongside securing comprehensive labor licenses and Contractor’s All Risk (CAR) insurance policies to safeguard workers and resources.

Economic and Social Impact

Beyond the immediate healthcare benefits, the construction phase is expected to generate significant local employment for skilled and unskilled laborers in the Bargarh district. Local material sourcing, logistics, and allied services will receive a temporary economic injection.

In the long run, the presence of a robust, modern G+2 medical building is expected to attract more medical professionals, doctors, and nurses to western Odisha.
